Why the gap persists
The infrastructure for verified skill signals is genuinely new. The W3C Verifiable Credentials Data Model reached Recommendation status in 2022. Open Badges 3.0 was finalised in 2023. Before these standards, there was no interoperable, machine-readable format a recruiter could check in seconds.
